ADVERTISEMENT TO BID SEALED BIDS for the furnishing of the necessary materials and construction of the 150,000 Gallon Elevated Tank will be received by the Village of Continental on Wednesday, September 2, 2020, until 1:30 P.M., and at that time and place will be publicly opened and read aloud. The scope of work consists of replacing the existing 100,000 gallon elevated tank with a new 150,000 gallon elevated tank and include a mixer to reduce TTHM’s in the water. The estimate for the cost of construction is $1,100,000.00. The contract documents, including plans and specifications, are on file at the office of the Owner and the Engineer - - Poggemeyer Design Group, Inc., 101 Clinton Street, Suite 1300, Defiance, OH 43512. The documents may be viewed and ordered online or obtained from Becker Impressions, 4646 Angola Road, Toledo, Ohio 43615, Telephone (419) 385-5303, www.pdgplanroom.com for the cost of printing to be paid to the printing company at the time the documents are picked up. Shipping and tax charges are the bidder’s responsibility and payable directly to Becker Impressions. All bids must be signed and submitted on the blanks which are bound in this booklet. Bids must state the unit prices in the blanks provided and be enclosed in a sealed envelope marked --- Bid For 150,000 Gallon Elevated Water Tank --- and addressed to --- the Village of Continental, Ohio 100 N. Main Street, P.O. Box 447, Continental, OH 45831. The bid guaranty may be of two forms: 1. A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The amount of the bid does NOT have to appear on this form.) 2. A certified check, cashier’s check or letter of credit in favor of the Village of Continental, Ohio in the amount of 10% of the bid. If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond. 3. If you are an out-of-state corporation wishing to submit a bid for this project, you must submit an Ohio Certificate of Good Standing and the name and address of your Ohio Statutory Agent with your bid documents. This project is being funded in part by the Ohio EPA WSRLA and OPWC. Attention to bidders is directed to all the requirements in this bid packet, particularly to the equal employment opportunity requirements, various insurance requirements, utilization of Small Businesses in Rural Areas (SBRAs), State of Ohio requirements for subcontracting with MBE companies, and the requirement for a performance bond for 100% of the contract price. After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Putnam County, Ohio. The successful bidder will be required to conform to all provisions of the Federal Davis Bacon and Related Acts (The Act) which requires that all laborers and mechanics employed by contractors and subcontractors performing on federal contracts (and contractors and subcontractors performing on federally assisted contracts under the related ACTS) in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor for corresponding classes of laborers and mechanics employed on similar projects in the area. The Village of Continental , Ohio reserves the right to reject any and all bids and to waive any irregularity in any bid and to determine the lowest and best bidder. NOTICE AND EXPLANATION OF A PROPOSED ACTION IN A 100-YEAR FLOODPLAIN TO: All Interested Agencies, Groups and Individuals: The Putnam County Board of Commissioners has conducted an evaluation as required by Executive Order 11988 in accordance with HUD regulations at 24 CFR 55.20 and Executive Order 11988, Floodplain Management and USDA Departmental Regulation 9500-3, Land Use Policy, to determine the potential affect that its activity in the floodplain will have on the environment. The proposal is to construct Sanitary Sewer Collection System within the Village of Cloverdale. The installation of a portion of the lateral collection line to 108 ½ Traux Road will be located in the 100-year floodplain. The Putnam County Board of Commissioners has determined that the approval of the project will have no significant impact on the environment for the following reasons: (1) best practices will be followed to minimize sedimentation and erosion; (2) flood storage capacity and groundwater recharge will not be impacted and (3) all underground piping will be installed using directional boring technology, so as not to disturb the floodway of Lapp Ditch. Any interested person, agency or group wishing to comment on the project may submit written comments for consideration to the Putnam County Board of Commissioners at the following address by 4:00 pm on August 12, 2020 which is at least 7 days after the publication of this notice.
